State and local administration in the Midwest is not a scaled-down federal government. This MPA treats property tax, special districts, township and county overlaps, and Minnesota’s legislative calendar as the operating system. Mltio University teaches from Minneapolis because the Twin Cities metro, Greater Minnesota counties, and border-state peers share labour markets and winter continuity problems that a generic MPA never sees. You will map a levy referendum, cost a snow-and-ice season, and explain why a ‘best practice’ from a Sun Belt city fails when the thaw heaves the pavement. Online students are not a second class. Dual-pathway design means the same rubrics, the same identity-checked examinations, and the same prohibition on unassessed campus theatre that would make the online award look cheaper. You state primary mode at application—tuition-free online or Minneapolis campus—without shopping for a softer standard. Faculty expect you to cite Minnesota Statutes, local charters, and publicly posted minutes, not LinkedIn thought leadership. The award is academic. It does not place you in classified service, waive a peace-officer licence, or let marketing paste an HLC or DEAC logo onto a programme flyer. It does make you harder to fool with a dashboard that hides the structural deficit until after the election.
Thirty-six credits in four modules: fiscal federalism and local finance, Midwest governance and labour, service operations through winter, and a supervised public-administration capstone. Three-credit courses. Assessment mixes budget reconstructions, council memos, and identity-checked exams. Transcripts follow Mltio’s existing master’s GPA scale.

Modules are assessed through a published mix of coursework, applied projects, and examinations. Exam windows are announced in advance so students in other time zones are not forced into overnight sittings. Alternative arrangements are available where documented.
The published duration is 18 months. Teaching language: English. Actual time-to-complete depends on mode and any recognised prior learning.
You may study this award fully online from your country, or — where published — on campus at Mltio. Online study does not require a student visa. Campus study may.
